  1. Prep and set aside new potatoes: sliced
  2. Prep and set aside onion: chopped
  3. Prep and set aside red bell pepper: cored, seeded & diced
  4. Prep and set aside yellow bell pepper: cored, seeded & diced
  5. Prep and set aside garlic clove: finely chopped
  6. Prep and set aside tomato: chopped
  7. Prep and set aside mackerel: gutted & rinsed
  8. Get a clean saucepan
  9. Add water
  10. Boil
  11. Add prepared new potatoes
  12. Cook until tender - 5 min
  13. Drain
  14. Get a clean medium cast iron skillet
  15. Heat olive oil
  16. Add prepared onion
  17. Fry until softened
  18. Stir in prepared red bell pepper
  19. Add prepared yellow bell pepper
  20. Stir in prepared garlic clove
  21. Fry - 3 min
  22. Stir in harissa
  23. Stir in prepared tomato
  24. Stir in tomato paste
  25. Stir in fish stock
  26. Season with salt & pepper
  27. Boil
  28. Add potatoes to slow cooker bowl
  29. Add prepared mackerel
  30. Transfer tomatoes to slow cooker bowl and cover
  31. Cook in slow cooker until tender - 6 hr, low heat
  32. Serve
