Method
1. Pre-heat oven - 190°C
2. Add water and all purpose flour to a clean saucepan
3. Cook while stirring occasionally - low heat
4. Remove and let cool
5. Add brown sugar, white sugar, salt, vanilla extract, cocoa powder and vegetable oil to a clean large mixing bowl
6. Transfer content of saucepan to large mixing bowl
7. Mix
8. Add all purpose flour, baking powder and chocolate chips to the large mixing bowl
9. Mix until well combined
10. Grease a clean baking pan
11. Transfer content of large mixing bowl to baking pan
12. Bake until skewer tests clean - 25 min, 190°C
13. Remove and Let Cool
14. Slice
15. Serve
