  1. Pre-heat - 175°C
  2. Get a clean saucepan
  3. Add water
  4. Add all purpose flour
  5. Cook while stirring occasionally - low heat
  6. Remove and let cool
  7. Get a clean large mixing bowl
  8. Add brown sugar
  9. Add white sugar
  10. Add salt
  11. Add vanilla extract
  12. Add cocoa powder
  13. Add vegetable oil
  14. Transfer content of saucepan to large mixing bowl
  15. Mix
  16. Add all purpose flour
  17. Add baking powder
  18. Add chocolate chips
  19. Mix until well combined
  20. Grease a clean baking pan
  21. Transfer content of large mixing bowl to baking pan
  22. Bake until skewer tests clean - 25 min, 190°C
  23. Remove and let cool
  24. Slice
  25. Serve
